Release Notes for new replica version b2081

Dear IC Community,

we are happy to announce a new replica version that will get proposed to be elected within the next 72 hours.
The latest improvements already gave us the confidence to again enable sandboxing. Nevertheless this rollout will again need two versions whereby one will have sandboxing disabled for subnets with workloads that need further investigation.

The rollout enabling sandboxing again for almost all subnets went very well and will be completed on Monday by updating the NNS subnet. The release notes for the next replica version are ready.

The rollout was successfully completed yesterday by updating the NNS subnet.

We observed some anomalies with the latest release in our highly loaded pjljw subnet. To address that we needed to patch our latest release and rerun all qualification tests. We are reducing the drops of the finalization rate on some subnets, such as pjljw , by preventing multiple expensive update messages to happen in a single round.
The proposal to elect the patched version is out.
