Why Ledger canister not found in the IC?

NNS subnet state export:
Attempt to read the state of Ledger canister, but failed, it shows:
Some(3), "Canister ryjl3-tyaaa-aaaaa-aaaba-cai not found"
(ryjl3-tyaaa-aaaaa-aaaba-cai is the Ledger canister id.)

But I can succeed locally.
