Strengthening Governance by Aligning Neuron 28's Voting Power Under Neuron 27

TL;DR

  • The voting power of DFINITY Foundation (neuron 27) and Internet Computer Association (neuron 28) will be consolidated under neuron 27.
  • It results in a more efficient and streamlined voting process and reduce unnecessary complexity.
  • Users currently following neuron 28 (Internet Computer Association) should re-assign such following to neuron 27 (DFINITY Foundation).

Aligning Neuron 28’s Voting Power Under Neuron 27
At Genesis, ICP token allocation was established and published, including allocations to “DFINITY Foundation” and “Internet Computer Association”.

A portion of these group’s ICP was staked. The corresponding voting power from these neurons is continuously reported on the ICP dashboard. As per September 30th, 2024 this represented 95M voting power or 19,7%, of which 14,9% with DFINITY Foundation and 4,8% with Internet Computer Association.

Going forward these neurons will consolidate under “DFINITY Foundation”, neuron 27, terminating the separate label “Internet Computer Association”, neuron 28.

Impact for Voting Followers
This will not change the voting power that stems from these neurons and the manner in which this voting is conducted, which has always been the same for both the “DFINITY Foundation” and the “ICA” neurons, with the latter following the former. We will now simplify this by managing it all under a single known neuron being “DFINITY Foundation”.

These neurons were shared with the community to be used for “following” in the NNS’s liquid democracy. On the dashboard and the NNS dapp these two neurons have a name so that they can easily be found:

  • Neuron with ID 27 has the name DFINITY Foundation
  • Neuron with ID 28 has the name Internet Computer Association

What to do to maintain a chosen voting following
We propose to officially register the DFINITY Foundation neuron with ID 27 as a “Known neuron” and to remove the Neuron with ID 28 from the dashboard and the NNS dapp.

The feature of “Known neurons” was not available at Genesis and that is why we are now applying it to the DFINITY Foundation neuron.

Anyone following the Internet Computer Association neuron (ID 28) and wishing to maintain the same delegation, should change to following the DFINITY Foundation neuron (ID 27). During a transition period neuron 28 will still exist, but it will not appear in the lists of known neurons. We expect this (neuron 28) to fully disappear by 31 March 2025. Background of winding down the “Internet Computer Association”
The Internet Computer Association (ICA) was initially intended as an organization to enable different community groups to unite and represent their common interest. Implementing this in practice has shown to be more cumbersome than foreseen. It includes finding the right legal form and governance, as well as complying with all legal, fiscal and administrative regulations and finding sufficient community resources to govern and operate a separate organization. As a consequence, since its creation, the ICA, an association under Swiss law domiciled in Geneva, has been dormant and will now be gradually wound down over the next months.

Hey @paulm. Thanks for the update on ICA. Would you please advise how the neuron 28 will be removed from the NNS dApp as a Followee selection? Is the neuron going to fully dissolve and disperse? Or is it just going to be hidden by the NNS dApp user interface? Or is it going to be merged with neuron 27?

Also, there are other existing known neurons that have already expressed an interest in being removed from the known neuron list. Will it be possible to remove them according to the same method that will be used to remove ICA?

Neuron 28 will simply be removed from the Dapp front-end. As you can see and I’ve mentioned many times myself, both neuron 27 and 28 (from a purely technical perspective) were never ‘known_neuron’.

As it is clear from what I wrote above, it will definitely be another method, and not a fix for the entire NNS front-end (as in the case of ICA).

That’s exactly right! We are therefore now registering the DFINITY neuron as official know neuron.

Also richt that therefore the removal of existing known neuron is a separate feature (which is on our radar).
