ICPCC did not “donate” any voting power to a “random guy”. The individual in question happened to have invested a large portion during the SNS Swap that was open to public. Note that ICPCC SNS Swap was the biggest allocation of SNS tokens to the public when it launched (at 40%; not sure if this is still case)
