Voted to adopt proposal #134260.

The proposal replaces two healthy Active nodes s52il form Zurich4, Switzerland and cjiry from Atlanta2, US in order to optimize network topology. Decentralization changes get better with both US and Switzerland having one less node and with the addition of nodes mswad from Warsaw2, Poland and ulcre from Gauteng2, South Africa also increasing the area factor.
