There’s probably some ability to streamline data loading and deliver video markedly faster than native, but you’re right that at this stage, ICP takes a long time to load video files directly to client.

Hard to see how IC can be Internet 2.0 without supporting videos

While it isnt streaming, you could make a token collection on Toko that is a movie or tv series.

You can have multiple identical tokens so any number of people could own the same film or box set.

Just one possible solution.
