Every vote cast by CO.DELTA is the result of consensus among diligent, skilled and experienced team members acting independently. The CO.DELTA neuron follows the vote of D-QUORUM on NNS topics that the CO.DELTA team does not handle directly. You can therefore follow CO.DELTA on all topics and rely on the highest quality of vote.
This proposal changes subnets 4utr6 and c4isl from private to public. These are two of the recently added application subnets. The changes are in keeping with the process outlined here.

TLDR: Makes 4utr6 and c4isl public. These two subnets are very new and were created a week ago in a batch of 5. It’s unclear why the other 3 aren’t being made public by this proposal (are you able to clarify the rollout strategy @DRE-Team?).
As mentioned by several reviewers when the subnets were created, these subnets currently have a max_number_of_canisters cap that’s set at zero. My understanding is that even after this proposal passes, nobody will be able to deploy to these subnets until additional proposals to reconfigure each subnet have been raised and executed.

Reason:
The proposal updates the list of public subnets by setting 2 new private subnets 4utr6 and c4isl to public. They were created as application subnets in support of the growth of Caffeine, and as such they have set max_number_of_canisters to 0 with 0 state and no canisters. At the time of review all nodes for both subnets apeared as Healthy.
