TLDR: Makes o3ow2 public due to falling back below the 400GB memory usage threshold (it was made private last month due to surpassing it). Also makes subnet shefu public, for anyone to deploy canisters to. As with the previous proposal of this sort, this means the explicit principals with these permissions listed below will now be redundant records (which could really do with being cleaned out of the registry at some point).
