TLDR: Makes o3ow2 private due to crossing the 400GB memory usage threshold, as highlighted previously by @aligatorr89 here. Also makes subnet qxesv public, for anyone to deploy canisters to. As with the previous propopsal of this sort, this means the explicit principals with these permissions listed below will now be redundant records (which could really do with being cleaned out of the registry at some point).
