The documentation here mentions that the relevant commands require “IC network access”. Does this mean it can only be accessed by a node provider, or could it be accessed by anyone wanting to verify a proposal similar to this one?

Just to clarify this point: the explore functionality requires network access to the nodes, but the verify CUP functionality does not require that. The authenticity of the CUP can be verified using the root key of the Internet Computer.
