The submitted proposal aims to install the rate-limiting canister: an NNS-controlled canister that allows setting up temporary rate-limits at the API boundary nodes for incident handling. You can find more information and all the discussions around that in the following thread.
This proposal is part of the boundary node decentralization and marks another big step towards the completion of the Solenoid milestone.
