When it will be back?

This is the subnet upgrade that just happened: Proposal 136231. It is already back up.

Some additional information: Usually, a new release will be voted in by the NNS on Monday. Then, this release is rolled out to all the subnets over the course of one week. The NNS subnet is the last one to be upgraded and this usually happens on the following Monday.

During an upgrade, all the replicas in the subnet fetch the new release and then quickly reboot. This takes in the order of a few minutes. During this time, you will see this “subnet unavailable” error as the API boundary nodes cannot route your request to any replica within that subnet.

Why not or cannot show the prompt like “it is upgrading”, etc.?

The message does state, “The subnet is temporarily unavailable due to maintenance or an ongoing upgrade.” However, the API boundary nodes cannot determine whether the subnet is actually down due to an incident or an upgrade—hence the “careful” wording.
