New SNS ability to mint SNS tokens & revised thresholds for voting

Good news! The proposal that implements this feature for SNS governance has been adopted by the NNS:

Hi everyone, Based on some requests from the community (link, link), and as announced on the forum, DFINITY proposed an implementation of SNS token minting (link to proposal here), and the proposal was adopted!
