PSA(SNS): Proposal criticality to be defined based on proposal topics

This is a quick public service announcement for those involved in making and voting on SNS proposals.

TL;DR. We propose to extend the list of critical proposal types will be extended with Add nervous system function and Remove nervous system function, with ETA = Monday, March 17, 2025.

Background. What are critical proposals?

Currently, some proposal types are marked as critical, so proposal of those types requiring a larger voting threshold and longer voting period compared with non-critical proposals. Concretely, there are now three critical proposal types:

  1. DeregisterDappCanisters
  2. TransferSnsTreasuryFunds
  3. MintSnsTokens

Upcoming change

As per the SNS Topics Plan, the Governance team is preparing a proposal to start using proposal topics as the source of truth for proposal criticality. For now, there will be two critical topics with the following proposal types:

  • Treasury & asset management
    • Transfer SNS treasury funds
    • Mint SNS tokens
  • Critical Dapp Operations
    • Deregister Dapp Canisters
    • Add nervous system function (new!)
    • Remove nervous system function (new!)

Therefore, the last two proposal types will become critical, whereas currently they are not.

Timeline

The Governance team will propose this change on Friday, March 14, 2025 with voting taking place (up until) the week of Monday, March 17, 2025.
