GENIUS Act and cycles cost. Legal question

Cycles cost is pegged to the XDR. XDR (Special Drawing Right, is a unit of account defined and maintained by the International Monetary Fund) is not a currency but an account unit calculated as a mix of currencies including USD (and could be gold after Basel III adoption). If XDR is a derivative of USD is it regulated by GENIUS act? And will it mean that Dfinity will need to land at USA and will be regulated by USA laws?

Ser the Icp to cycles conversion is not based in the imf or bis sdrs.

  1. Cycles are used to pay for resource and service consumption, comparable to gas on Ethereum. The price of cycles is pegged to XDR, a group of fiat currencies, where 1 trillion (T) cycles equals 1 XDR (1 XDR is around 1.3 USD as of early 2025).
