As the proposer, I am the one who gets to decide if I will move forward with this proposal. I chose to use the crowdfunding approach to be my litmus test. I think the higher proposal rejection fee worked exactly as intended in this case. This proposal was not solid enough to pursue. You are welcome to pick it up from here and carry the torch. I have a different proposal in mind at this time, which I just submitted for deliberation.
