The Bitcoin testnet is behaving in really unexpected ways (this is on the Bitcoin side, has nothing to do with the IC). This proposal is therefore updating the config of the Bitcoin testnet canister to stop syncing new blocks and mitigate the issues we are noticing with mainnet’s availability. This happens through an upgrade of the canister to the same Wasm but with different config options set.
