The way to deploy an app like that would probably be having dedicated wallets, removing the possibility of users choosing a target for nefarious purposes.
Then ensure the rate of transactions are held and limited at levels where it would never come close to causing any instability or inconvenience for other apps / mitigated somehow.
Its actually more fun sending over long time - like one trx per block
Over the night we will have transacted perhaps close to as much as the rest of the blockchain combined.
With a token or NFT reward implemented this would have some similar characteristics to Bob
Asking ppl to deposit to an app created by AI that even you are wondering if it works it’s just fishing. Probably just another scammy adventure to you but ppl are fed up with this.

Nobody was asked to deposit and spend their funds in this application.
If I offered someone money and another person accepted, and recipient gave consent after knowing how the fund would be transferred, I would characterize that as tip / donation.
Even Bob was a very controversial app when released, it was not clear if would survive because people wanted to take it down using motions on the NNS.
All I did was deploy canisters, burn cycles and give away free money ![]()

There’s no whitepaper mention of governance interventions or bans for simply using a large share of capacity legitimately (finance / tipping / gaming / staking / social experiment, etc )
Even Dominic Williams himself started as a game developer: as the lore goes it was his interest for scaling online games and distributed systems that led him to build the ICP.
Again asking ppl to deposit real funds to a closed source app raises red flags. That’s it, feel free to spam transacting between your wallets using your funds as much as you like.
1: ### Limited Tests on Mainnet
The Internet Computer (ICP) mainnet is fully open for deployment and real transactions from day one. There’s no separate public testnet like on many other chains—instead, developers commonly deploy and test directly on mainnet, especially for small-scale or limited interactions.
Costs are low (cycles for computation/storage are relatively affordable compared to gas on other networks), and canisters are upgradable, so early versions can be iterated on without major risk.
2: ### No Requirement for Full Decentralization
There’s no rule mandating that an app (or its canisters) must be “fully decentralized” to run on ICP. The vast majority of apps are closed-source app, and they are welcome to be here.
The Internet Computer Blockchain facilitates that it does not have to be, and the network is built so with intent by the Dfinity foundation, who by the way conducts similar tests.
