The proposal adds 3 additional nodes to subnet uzr34 (II subnet) to match the size of pzp6e (tECDSA signing) subnet and according to the following. With the added nodes some decentralization coefficients were improved and the country metric was worsened.
This still complies with the community approved IC Target Topology that deemed safe that each subnet had a maximum of 3 nodes. The needed nodes to collude in order to act maliciously in a subnet was increased from 11 to 12, but the minimum countries needed were reduced from 7 to 5. This still remains a number large enough that no danger can be determined coming from this change.
