is entirely owned by Tata Communications Lanka, verified by APNIC. You can see the ownership details on IPinfo.io.
Lastly, APNIC (APNIC Whois Search | APNIC), the internet organization responsible for allocating IP addresses in Asia, clearly states that these IPs are issued to GEODD (PVT) LTD in Sri Lanka via Tata Communications Lanka, which owns the IPs. See below search result
