Voted to reject proposal 134383 as insufficient information is supplied in the proposal text. The proposal is to enable the HTTPS outcalls feature on subnet 2fq7c but no further explanation or reasoning is given and no forum post link is provided. An explanation might include whether this feature should usually be enabled on all subnets and if so, why it wasn’t enabled on this one, or other relevant considerations. There is an opportunity to discuss this in the forum now, but the proposal itself should serve as a record of the considerations involved in making the proposal and this will not be possible given that no link has been included.
I’m with @timk11. Great points, and I’m only echoing them below.
Proposal 134383
What happened to the established workflow, proposer 48? This isn’t the first time for subnet management proposals →
I don’t think proposals like this are conducive to effective decentralisation, and responsible voting behaviour, so I’ll be rejecting this proposal.
There are currently only 4 subnets that have the HTTPS outcalls feature disabled.
If this proposal executes (and the other open one), the NNS and SNS subnets will be the only subnets with HTTP outcalls disabled.
Some important context for these proposals are, why are HTTP outcalls currently disabled on the two application subnets and why is this feature now being enabled? (and how should voters know where to turn for an explanation when they see this proposal in the NNS dapp?)
Voted to reject proposal 134383. Completely agree with @timk11 stance on this and would like further clarification on this.
A new proposal with id 134537 has been submitted for this subnet.

Proposal 134537
TLDR: I’ll adopt. The proposal links directly to what appears to be discussion with the NP about the proposal. Decentralisation stats look good.
Decentralisation Stats
Subnet node distance stats (distance between any 2 nodes in the subnet) →
Smallest Distance | Average Distance | Largest Distance | |
---|---|---|---|
EXISTING | 472.378 km | 8901.492 km | 18505.029 km |
PROPOSED | 472.378 km | 8929.331 km (+0.3%) | 18505.029 km |
This proposal slightly increases decentralisation, considered purely in terms of geographic distance (and therefore there’s a slight theoretical increase in localised disaster resilience).
Subnet characteristic counts →
Continents | Countries | Data Centers | Owners | Node Providers | Node Operator | |
---|---|---|---|---|---|---|
EXISTING | 5 | 13 | 13 | 13 | 13 | 13 |
PROPOSED | 5 | 13 | 13 | 13 | 13 | 13 |
Largest number of nodes with the same characteristic (e.g. continent, country, data center, etc.) →
Continent | Country | Data Center | Owner | Node Provider | Node Operator | |
---|---|---|---|---|---|---|
EXISTING | 4 | 1 | 1 | 1 | 1 | 1 |
PROPOSED | 4 | 1 | 1 | 1 | 1 | 1 |
See here for acceptable limits → Motion 132136
The above subnet information is illustrated below, followed by a node reference table:
Map Description
- Red marker represents a removed node (transparent center for overlap visibility)
- Green marker represents an added node
- Blue marker represents an unchanged node
- Highlighted patches represent the country the above nodes sit within (red if the country is removed, green if added, otherwise grey)
- Light grey markers with yellow borders are examples of unassigned nodes that would be viable candidates for joining the subnet according to formal decentralisation coefficients (so this proposal can be viewed in the context of alternative solutions that are not being used)

Voted to adopt proposal 134537.
This proposal replaces 2 nodes, due to offboarding TO1 and AN1 data centres. Decentralisation parameters are unchanged and remain within the requirements of the target topology. Data centre details are consistent with the links provided in the proposal.
Proposal 134537
Vote: ADOPT
Replaces cordoned nodes 33aap and jq33i with nodes 2grd6 and wgigf on subnet 2fq7c.
The reason for this proposal is to offboard TO1 and AN1 DCs consistent with forum posts made on the forum thread used for posts regarding the renovation/sell of Gen-1 node machines by NPs.
Both the NP and DC stated in the forum post match the ones from the node being removed in the proposal.
Voted to reject proposal 134564 as this is part of a large batch of non-critical proposals timed such that the voting period clashes with national holidays, thereby allowing insufficient time for an appropriately detailed review to take place.
Rejected proposal 134564. There’s no time to review this and the 18 other proposals in the same batch properly over Xmas eve, Xmas and Boxing Day. This is a non-critical proposal.
More information and discussion on this thread.
Proposal 134564

Replaces cordoned node uznxh with node vudfj on subnet 2fq7c.
The reason for this proposal is to offboard ZH5 DC consistent with forum posts made on the forum thread used for posts regarding the renovation/sell of Gen-1 node machines by NPs.
Both the NP and DC stated in the forum post match the ones from the node being removed in the proposal.
Voted to adopt proposal #134564.
The proposal replaces cordoned healthy Active
status node uznxh from the ZH5 Data Center in Zurich 3, with unassigned healthy Awaiting
status node vudfj from Zurich 6, without any change to the decentralization of the subnet.

- Synapse (currently follows the LORIMER and CodeGov known neurons for Subnet Management, and is a generally well informed known neuron to follow on numerous other topics)
- WaterNeuron (the WaterNeuron DAO frequently discuss proposals like this in order to vote responsibly based on DAO consensus)
Note that this analysis involved data provided by the IC-API, which is not open source. I’m in the process of switching over to more verifiable sources of this sort of information for future proposal reviews. See here for related discussion.
Proposal #134975 — Zack | CodeGov
Vote: Adopted
Reason:
The proposal replaces cordoned healthy Active
status node n74se in the MB1 DC from Slovenia, with unassigned healthy Awaiting
status node zxxo4 from same DC and same NP, with no change to the decentralization of the subnet.
Motivation is offboarding the second rack of nodes in the mb1 DC after 48 months, in line with the forum post.
About CodeGov (click to expand).
CodeGov has a team of developers who review and vote independently on the following proposal topics: IC-OS Version Election, Protocol Canister Management, Subnet Management, Node Admin, and Participant Management. The CodeGov NNS known neuron is configured to follow our reviewers on these topics and Synapse on most other topics. We strive to be a credible and reliable Followee option that votes on every proposal and every proposal topic in the NNS. We also support decentralization of SNS projects such as WaterNeuron and KongSwap with a known neuron and credible Followees.

Proposal 134975 – LaCosta | CodeGov
Vote: ADOPT
Replaces cordoned node n74se with node zxxo4 on subnet 2fq7c.
The reason for this proposal is to offboard the MB1 DC consistent with forum posts made on the forum thread used for posts regarding the renovation/sell of Gen-1 node machines by NPs.
Both the NP and DC stated in the forum post match the ones from the node being removed in the proposal.

Replace a node in subnet 2fq7c
Motivation:
- replacing dead node jux3z
Calculated potential impact on subnet decentralization if replacing:
- 1 additional node would result in: equal decentralization across all features
Based on the calculated potential impact, not replacing additional nodes to improve optimization.
Note: the information below is provided for your convenience. Please independently verify the decentralization changes rather than relying solely on this summary.
Here is an explaination of how decentralization is currently calculated,
and there are also instructions for performing what-if analysis if you are wondering if another node would have improved decentralization more.
