nothing of this has anything to do with icp-cli. the issue you are describing here sits in the NNS application as far as I can see.
I will forward this post to the NNS team and see if they can reproduce and fix this.
btw, you can meanwhile use the icp.net domain instead of ic0.app: https://nns.icp.net

I completely agree that this was off-topic. Initially I started to answer your questions, then the reply got longer… Once it was posted, I realized I should have created a proper nns topic instead.
