Enhancing Network Decentralization - Proposals for Node Provider Standards

Summary:
The following sequence of proposals introduce a new Node Cluster formed by 5 NPs Maksym Ishchenko, Ivanov Oleksandr, Vladyslav Popov, Bohatyrov Volodymyr and Artem Horodyskyi.

At the of time the following reviews only NPs Bohatyrov Volodymyr (post), Maksym Ishchenko (post) and Vladyslav Popov (post) have made posts confirming an early enquiry of mine, here, asking for the Node Providers to confirm they were aware, agreed with the changes, and creation of the Node Cluster, giving them a chance to defend themselves if this wasn’t the case. Although not all of them have confirmed, the majority did (3 out of 5).

I confirmed in the respective Matrix channels of the NPs in question, that can be found in this list, that @alexu informed all of them about the questions being raised on their integrity to which they replied, proving they were at least aware of the situation.
