After the NNS adopted proposal 143662, we proposed adding a more visible disclaimer to the participation screen of the NNS application, which was one of the actions suggested in that proposal.
On a more general note: The NNS has never implied any statement about the legal status of starting a decentralization swap or participating in one in any jurisdiction. That is not something the NNS is equipped to do. The existing functionality for restricting the swap for certain countries can be used by the person or team proposing a decentralization swap if they deem it useful. It is entirely up to them to determine the rules they intend to set. On the other end, it is the responsibility of every participant in a decentralization swap to understand their own regulatory and tax environment.
The disclaimer we proposed to be added to the participation screen is meant to clarify this to all users.

I understand DFINITY’s position that the NNS does not determine whether participation is lawful in a particular jurisdiction, that restricted-country settings are chosen by the team proposing the swap, and that participants must assess their own legal and tax circumstances.
The new, non-dismissible compliance notice is a concrete, network-wide participant-protection measure and responds to one of the fallback actions requested in Motion 143662.
It does not change DOXA’s country restrictions or resolve the separate legal-entity and compliance questions directed to DOXA. Nevertheless, given the apparent limitations on safely modifying an already-open swap, I accept proposal 143733 as a reasonable immediate NNS-interface response and consider that portion addressed for now.
I appreciate the prompt implementation and do not intend to submit another NNS proposal concerning this matter absent materially new facts.
