Except when the crux of the proposal rests on that ownership (which I agree was nuanced). If it can’t be verified, then we can’t (and haven’t) performed verification of the primary claims of the proposal. Remember clarification does not replace verification (particularly when that clarification comes from the entity that submitted the proposal).
If a reviewer is happy to take a proposer’s word for it, then this whole system makes no sense at all.
