The proposal replaces dead Offline status node onv2n form Melbourne2, Australia with healthy Awaiting status node dbpb7 from Frankfurt2, Germany without affecting decentralization of the subnet and a slight positive increase in overall impact with regards to number of countries since Australia is decreasing from 2 to 1 and adding 1 for Germany in the mix.
