Proposal to incentivize the diversification of followees in the NNS

I like governance and tokenomics that drive voluntary behavior rather than force action on others. Thus, I fell like Periodic Confirmation of Neuron Followees has a bit of what we call a “code smell” in the programming world. It is well thought out but feels a bit heavy-handed.
