is there is any trust layer web scraper?

We are creating smart contract with Oracle and attestation system. But not sure how to achieve this.

For example, just say you are a marketing expert I would not pay you right away. I deposit in the oracle contract and if my Twitter account

1. reach 1000 follower
2. Has organic users with a blue mark
3. Has come on the latest 10 post

Of all conditions of viral is the payment
