In line with the forum discussion on increasing the target topology to support the launch of Caffeine, and following the intent of proposal 137147, this proposal creates a new application subnet. As mentioned by @aligatorr89 can we have proper stance of possible cluster with Allusion,DeNoDe,NODAO by Dfinity. A small adjustment (e.g., avoiding SG or BE duplication) could increase Nakamoto Coefficient to 4.6+.

Reason:
The proposals are correct and are inline with the previously adopted proposal 137147 that also serves as suggestion for the Subnet Target Structure until the NNS adopts a new target topology.
All proposals add new application subnets to support the growth of Caffeine. The chosen nodes for these 5 new subnets are all healthy unassigned at the time of the review and the payload is standard for subnet_type:"application" with the only thing standing out again with this batch as before is the max_number_of_canisters:0 setting.
