Vote: Adopt
This set of proposals establishes 6 new subnets, including a US-only subnet (proposal 137235).
Using the ic-admin
tool I verified that the settings in the payload of each proposal match those typically set for other application subnets, with the exception that max_number_of_canisters:0
is set for each of the new subnets, meaning that canisters cannot yet be added until this setting is changed.
Using the decentralization
tool I tabulated the node machines that have been proposed as the initial members of the new subnets. The table can be seen by using this link. As shown, all of the current topology targets set by proposal 137147 are met, with the exception that the US-only subnet (proposal 137235) has 4 examples of a data centre owner controlling 2 nodes in the subnet. I have nonetheless voted to adopt this proposal as well given that it will not yet be adding canisters and so there will not be a security risk, and because adding the subnet will provide an opportunity to make further observations. I anticipate that the next time the DRE tool is run (Dfinity runs it regularly), its algorithm will attempt to optimise this subnet’s topology further. By my count there are only 10 US-based data centre owners so the target is impossible to meet anyway. (Likewise with Switzerland, which has only 5 data centre owners.) It may be worth adjusting the agreed topology in order to account for this.

TLDR: This is a proposal to create the new US subnet described in IC Target Topology Proposal 137147. Unfortunately the parameters of this subnet creation proposal do not conform to the elected target topology (see ‘Decentralisation Stats’ below).
As specified, there should be no more than one node in this subnet that is owned by the same DC provider. Tierpoint, Flexential and Datasite would each own 2 nodes in this subnet if it passes. The IC Target Topology is unachievable with respect to the US subnet, as pointed out by timk11. Here’s the full list of DC owners with DCs in the US
- CyrusOne: 70 replica nodes, 0 other nodes
- Datasite: 53 replica nodes, 3 other nodes
- Digital Realty: 41 replica nodes, 1 other nodes
- Evocative: 28 replica nodes, 0 other nodes
- FiberState: 3 replica nodes, 0 other nodes
- Flexential: 69 replica nodes, 1 other nodes
- Hurricane Electric: 3 replica nodes, 0 other nodes
- InfoObjects: 4 replica nodes, 0 other nodes
- Tierpoint: 56 replica nodes, 0 other nodes
- TRG: 13 replica nodes, 1 other nodes
There are only 10 DC owners, and therefore not enough to support a 13 node subnet.
Either the IC Target Topology will need reformulating, or more DCs will need onboarding before creating the US subnet in a way that is compliant.

This post is a supplement to those above, providing a high level overview of the configuration in each proposal (but with a focus on the salient details). I’ve built a rough and ready tool for doing this, where different values for each field are assigned colours making it easy to spot differences at a distance.
As we can see sev_enabled
(middle turquoise) is not set explicitly, unlike existing application subnets. However it’s an optional field so this will have the same effect (all other subnets have this explicitly set to false). While this is as specified by the newly adopted IC Target Topology for the non-US new subnets, it is misaligned with regard to the IC Target Topology specification for the US subnet (it should be configured with the SEV feature). That being said, no subnets are currently configured with this feature (my understanding is that it’s still in the works).
Note that the dark blue discrepancies on the left with regard to dkg_dealings_per_block
are due to []
having been used instead of null
in a few update config proposals (same effect though).
Other than this (and the max_number_of_canisters
point raised by timk11) we can see that the subnets are configured consistently with other application subnets. It’s also worth noting that deprecated fields are explicitly included in the config payload, but this is required.

While one can debate the US-only application subnet, I am pretty confident that Dfinity is aware of the only 10 DC at this moment and this is the only way to have a US subnet, things may change in the future.

This proposal doens’t follow the IC Target Topology, where the new US-only Subnet
was specified with a target of 1 node per Node Provider, Data Center, Data Center Owner which doesn’t match the current configuration with DC Owners Tierpoint
, Flexential
, Datasite
and CyrusOne
having each two nodes. Not only that but this subnet should have sev_enabled
field set to true to comply with the target topology which was forgotten in the payload where it was left to null: sev_enabled:NULL

Proposal Observations - Wenzel | CodeGov
Note that CodeGov has already voted to adopt all 6 of the new subnet proposals. (137235, 137234, 137233, 137232, 137231, 137229) and each reviewer has posted their reviews. I have a few additional observations that I wanted to make as well based on the reviews that I have read and my understanding and knowledge of some of the discussion points.
Proposals 137231, 137234
These proposals are included in the initial proposed subnets that will support the Caffeine rollout that will occur within the next week. DFINITY is putting a lot of effort into Caffeine. The community is pumped about Caffeine. We need to be careful about unnecessarily stifling progress to implement the infrastructure that will support Caffeine.
It has been suggested by @Lorimer that proposal 137234 should be rejected because of a node provider cluster defined as BlueAnt (@1eo/@EnzoPlayer0ne) and Zarety (@dfisher). It has also been suggested by @Lorimer that proposal 137231 should be rejected because of a node provider cluster defined as DeNoDe (@DENODE-KR) and Allusion (@Paul_DC). These node providers have claimed independence according to the node provider onboarding policies and node transfer requirements that apply.
In fact, the only node provider cluster that has been implemented in the DRE tooling is the one confirmed by @GAbassad which consists of nodes owned by him, his wife, and his company. There are no other recognized clusters. However, there is a new NP independence policy that includes an independent auditor who will be capable of assessing the accuracy of claims of independence and will advise where there is a cluster that should be formally recognized. Any decisions based on clustering assumptions before then are premature. In fact, in the case of BlueAnt / Zarety, it has already been announced that changes have been implemented that are directly intended to satisfy the new NP independence policy requirements and the plan to do so was confirmed by @samuelburri at DFINITY.
@MalithHatananchchige I’d like to bring these observations to your attention since you have not voted yet on proposal 137231 and your vote will impact the Synapse vote on this proposal.
@alexu @maria @samuelburri Regardless of how co.delta and Synapse vote, I think it is safe to say that voting members of both CodeGov and Synapse would support your decision to adopt all of the proposed Caffeine subnets.
Proposal 137235
Several reviewers observed that proposal 137235 recommends a US Subnet with a non-conformance with respect to an IC Target Topology that is unachievable. The discrepancy in the target topology is that there are only 10 data center owners in the US and the subnet topology requires 13 data center owners. This is a limitation that cannot easily and quickly be resolved as it would require existing node providers to move nodes to a new data center location or the addition of new node providers and/or data center owners. This would be an expensive solution that would increase inflation. It seems unnecessary given the excess nodes we have already. Therefore, the more logical solution is to change the topology requirements to allow a subnet to have fewer than 13 data center owners. This task would add additional weeks if we expect this to be completed first and in the end we would adopt this same exact proposal. The NNS provided clear support to create this US Subnet in proposal 137147 where the vote was 74% YES to 0.3% NO. It seems to me that a more sensible approach is to adopt the proposal and then formally change the topology with another proposal following this proposal.

Thanks you for taking the time to read the reviews. Please remember that the IC Target Topology carries high security implications which are fundamentally tied to how the IC has been designed. Given this, my opinion is that it is not sufficient to compromise on security because 'The community is pumped about Caffeine'
, unless the allowance is clearly specified in the acting IC Target Topology.
As you well know, this process is not complete, and is clouded with uncertainty and misleading statements. Anyone who wishes to follow that conversation can do so here. It’s a similar situation for the other NPs mentioned.
Please also remember that initiatives to improve the IC stem from community members exhibiting this sort of critical thinking and due diligence. For example, the recent tooling for verifying CUPs stemmed from this sort of critical discussion, and was followed by clearly explained and justified rejection votes since then, which encouraged this security gap to finally be closed (though some more work is still needed).
The IC depends on participants taking NNS governance seriously.
It also doesn’t meet SEV requirement - at least based on payload. I think it’s safer to reject, to induce discussion, and with sufficient info we can adopt next time (it can be as soon as tomorrow really).
